Don't know where to get s Flyer wheel gauge. Measure as IronHorse
suggests below at the point where the flanges meet the tread.  If you
have a caliper set it for 13/16 or so.

Best way to attach a loose wheel on a car is with some red loctite from
an auto supply store.
