To my knowledge, there is no AF wheel gauge available. The wheels tolerate being under gauge fairly well. I suggest picking a car or engine that runs well and let its wheels be your guide.
You need to be clearer about gluing wheels. Most wheels are press fit so glue is not normally necessary. The wheels on steam engine sometimes need to be glued as part of a repair.
