They have a poor sound but should be clearly audible when the button is pressed. Hard to tell from the description. The performance of the tube in the controller is critical. It should vibrate at about 400Hz. The controller should emit a low volume but audible 400Hz. tone, independent of the loco, if you listen closely to it. If it does not, the contacts need adjustment. (If it doesn't work now you can't hurt it.) Cut open the tube and adjust the base and 15V contacts to oscillate properly. Then tape the tube back together.
