Well, that's what the dev guide says. But maybe it's outdated. On
the other hand, it's fairly reasonable to request that one person
should propose and argue to mark it as a duplicate, and another one
should confirm and set the positive review. I let you bring this to
sage-devel if you think the dev guide should be updated!
