The tarball [197MB] is at http://sage.math.washington.edu/home/mabshoff/sage-2.9.2.rc0.tar Please build test this and report and issue besides the doctest failures listed at #1672. William is currently fixing those. The release is planned 12 to 16 hours from now, so you need to be quick in case you find something that needs to be fixed.
