I am not sure I understand the question: Do you mean installing
packages from the Cygwin repo? I have never had any problems there and
just pick a geographically close mirror. Without some detail I am not
sure how to help here and probably such questions should go to some
Cygwin mailing list since the people over there are much more likely
to know of any issues.
