I have nothing to say about the license questions, but I did put together a spkg for TOPCOM and some sage code to interface it at http://trac.sagemath.org/sage_trac/ticket/8169. Since both Qhull and TOPCOM deal with aspects of triangulations of the convex hull of a point set it would be nice to have a unified interface.
