Right now, Sage does not follow PEP 263 [1] very well when looking for encoding declarations in scripts. You could review #10440 and fix that:

This affects things like SageTeX, in which we can't particularly
guarantee that the first line will match the regex "^# -*- coding: utf-8 -*-".
