Why not just manually override CC/CXX/FC with the Oracle compiler in the
troublesome spkgs. Until we fix compilation with gcc, that is. I don't see
the point for an environment variable that makes sense only on Solaris and
only to set it to the Oracle compiler.

I specifically said NON_GNU rather than Sun or Oracle, to not make it Solaris
specific. I think an environment variable is better than hard-coding "cc" as
people may have more than one "cc" on their system. In the case of other
commercial C compilers, its not even called cc. At least one is called aCC
(either AIX or HP-UX). So I think we need to be able to specify this.
