IMHO  the top-level README.txt should be updated to reflect this. Currently 
(after #12898) it just says that Sage "automatically determines..." whether 
to build the gcc spkg, or not, without spelling out more details; at least 
it ought to mention that it will happen is gfortran is not installed.
