Just having a package run "make" is possible not in this debian/rules file, but much easier in a postinst (post install) script, but like Julian says, is a hanging offense, and like I said more likely to break the user's package manager if they interrupt it, which they will, because it takes so long, and it should not be installing post install of a binary package on the user's computer.
