If the past is any indication, you will find some cultural resistance about this point in the Sage community. Sometimes it seems like Sage lives in a reality distortion field in which normal software development practices do not apply :) William's change of heart about modularization is a relatively recent development, which - I speculate - might have been brought forward by his increased involvement with the Python (and non-Python) ecosystems while working on SMC.
