Yes, but it was resolved as "wontfix", because the patch was added to a 
repository that Volker keeps outside of the sage tree. I can easily imagine 
that whoever rolled the new tarball might not have updated the relevant 
script: there wasn't a particular cue for that, other than the resolution 
of the ticket (and why would one be following that?). In any case, the 
binaries I can see are still just 7.2 and are from May, so they would 
predate the fix. Apparently people using binaries are quite happy with gp 
not working (indeed, gp only gets used for some rather specialist jobs)

If you check:

readelf -d gp | grep RPATH

you might be able to see if there is still some bad path hanging around. 
I'm almost certain you're running into this problem.
