Hello Nitin,

the Guide seems to be out of date here. In fact this only works for GitLab. 
Merge Requests against https://gitlab.com/sagemath/sage/ are turned into 
Trac Tickets automatically.

Why not make a first contribution on GitLab and update our Developer Guide? 
The relevant files should be here: 
https://gitlab.com/sagemath/sage/tree/develop/src/doc/en/developer
