activities. Maybe it is time to network with Pilerne and understand what made

I know this is late, but better late than never. This is not meant to be an "I 
told you so" or a finger pointer, but a sincere wake up call to action. How 
many more death do we have to witness in the village before we say enough is 
enough. When this issue was first brought up about the Gaddos set up at the 
most dangerous intersection of Saligao on Communidade land and the fact that 
the  Communidade was the first line of defense to protect the village, we were 
accused of being eliteist, taking the food out of the mouth of the 'poor' who 
were merely trying to eke out a living. All we were asking for was for the 
shoulders of the road be maintained for foot traffic and the gaddos moved to an 
area designated for expansion of the market, an area already planned for. The 
then Communidade committee continued to issue NOC's, transferred the onus on to 
the Panchayatt, and continued to issue more NOC's and licenses...!!!???? Now
 control of the communidade has moved into the hands of a new committee and 
investigations into illegalities and corruption, either true or untrue 
with claims and counter claims have brought the operation of the village 
Communidade to a standstill. The matter is in court and nothing can be done on 
revoking the licenses of these now "grouted" Gaddos. The politicians have won 
again and we the villagers continue to twiddle our thumbs complaining. 
 
At the time of the exercise of the Regional Plan, the villagers took the stand 
that NO licenses, NOC's or Occupancy certificates would be issued unless the 
proper infrastructure  was in place. Yet, we cannot garner support in 
opposition to monstrous Commercial hotel projects coming up in Salmona and 
Nigvaddo under the guise of "renovations". Commercial projects, and mega 
housing projects coming up in Grand Morod, Pequen Morod and near the West End. 
Unplanned developement that will have severe impact upon water resources, 
electricity, garbage, more cars on roads that are not even 3 mtrs wide in some 
instances, no parking facilities planned for, within the complexes, not to 
mention the sudden change in the dynamic of the vote bank with all these 
additional people moving in. This will never allow for Saligaonkars to 
control what happens in the village if we don't act now.
 
The lack of support for just causes is alarming. Illegalities, when exposed, 
are quickly swept under the rug and we take the "not my problem" attitude. 
Upstanding individuals who were respected and given positions of power 
because we thought of them as incorruptible have perpetrated their own 
illegalities and hence cannot take a stand and are led..... sorry, dragged 
around by our Panchayatt members like cattle to the fields. We keep trying to 
put out fires constantly, rather than forming a united front with a "plan of 
action" to fight the menace. The regular, Keith, Ashley,  Domnic, Sanjeev, 
Savio, Diego, Mario Masc, Ritu, Dean/Alice and the Consumer cell are the 
constantly maligned "trouble makers" who oppose "dew-elopment"(sic), but with 
busy schedules and business to run with absolutely no support, there is only so 
much that
 these few can do. 
 
Rico, we need to use this forum to come up with an actionable plan, with as 
much participation as possible with letters to the MLA's, the CM, the TCP, the 
press.... whatever we can come up with to expose the illegalities and effect 
change if possible. If the Pilerne Forum can do it and bring illegalities to a 
grinding halt in their village, I don't see why we cant. As tacit observers we 
are all responsible for the continued destruction of the village and what is 
occurring on our roads. 
 
This sounds like a bit of a ramble but it comes from the sheer helplessness 
that one feels when one sees the constant rot enveloping the village.

Well! this has been an ongoing problem for several years...started with the 
Chowg-M road coming into being..though was not so bad as now.  Some on this 
forum were probably not born then or just born...... hmm!
 
So who listened/listens to a few anyway?  People in high places, medium places, 
& low places.... have come & gone!!! 
 
Been there, done, did, objected......no joy!
 
Retired since long from the stagnant scene.

Sad about the Saliganvkars & others being injured.......

Sadly, Saligaonet is reduced to a 'greetings and condolences' bulletin board.


I hope the points in your message hit home, and  meaningful discussions and 
actions emanate  from it.  Unlike my posting several months ago, where I had 
listed several points that could be worked upon to generally uplift Saligao and 
its people.  I barely got one or two acknowledgements , let alone discussions. 


I suggest we physically mobilize a discussion and movement on this issue.

I can't place you actually but we will offer special prayers at our church here 
for your sister-in-law's speedy recovery. Our parish priest has healing powers 
and I'm sure his prayers will help.
These accidents are a repeat fixture in Goa. My Dad was knocked down, my cousin 
etc etc..Its really a matter of concern.
Where I live its the same story. Roadhogs everywhere.
