A Garbage dump is different from a treatment plant, just food for
thought. that was the message explained at the meeting with the CM.
you will duly note that treatment plants are in the middle of
residential areas even abroad like england, france and italy. I'm sure
of that as my contacts , friends assure me of this.
A point also to be noted is that this entire GTP project is being headed
with Sanjit Rodrigues at the Helm. For those who still do not know what
he has done for Goa, you should know that he has single handidly made
panjim the only city on the whole country to segregate and treat its
waste. even experts from pune have come down to see this and try to
emulate this success story. that is by far the most comforting hting in
this whole saga to me.
also made clear at the presentation was the fact that the goverment
would not run this plant. it was the agency selected which would operate
on a BOOT method and the goverment would not pay them a single pie till
all this was done.
parrikar also mentioned that the treatment of the present garbage would
be started (as a test drive) even before the plant would become fully
operational so as to start clearing up the waste there.

We are facing the smell of rotting garbage almost everyday now and
approached the Pollution Control Board to have a site visit yesterday.
Brigadier and myself went up with the officials.
Attached are some updated photographs on the garbage dump on the showing
that nothing is being done except for some informal sorting that scarp dealers
undertake from mix garbage. There is no composting, no treatment, a name sake
fencing on one corner, thousands of birds and hundreds of cows and dogs and
menacing security guard standing at an illegal cabin built on GEDA land in
Saligao giving everyone including the Collector. The mess created by the
Calangute Panchayat by its de-facto Don Joseph Sequeira.
