Not here in California.
Our nearest dump 15 miles is miles away from residences and also is a
specialized dump tapping gases for fueling their trucks etc.. They take all
waste and segregate. The curbside pick up is provided by the garbage company.
The company wins a contract from the state and the state pays it by billing you
as a consumer for it. Our treatment plants deal with sewage and water. We have
re-cyling centers in residential communities where you can turn in certain
plastics and bottles and paper for a return paid by the state. This is
collected by the state at the point of sale as a tax. We certainly do not have
it in the type of geological conditions on the Saligao plateau close to know
water sources like the salmona spring. The alternate site should be considered
below the water table near residential areas like Saligao that do not have
reliable water service so as not to contaminate further the water table.

A Garbage dump is different from a treatment plant, just food for thought. that
was the message explained at the meeting with the CM.
you will duly note that treatment plants are in the middle of
residential areas even abroad like england, france and italy. I'm
sure of that as my contacts , friends assure me of this.
A point also to be noted is that this entire GTP project is being
headed with Sanjit Rodrigues at the Helm. For those who still do
not know what he has done for Goa, you should know that he has
single handidly made panjim the only city on the whole country to
segregate and treat its waste. even experts from pune have come
down to see this and try to emulate this success story. that is by
far the most comforting hting in this whole saga to me.
also made clear at the presentation was the fact that the
goverment would not run this plant. it was the agency selected
which would operate on a BOOT method and the goverment would not
pay them a single pie till all this was done.
parrikar also mentioned that the treatment of the present garbage
would be started (as a test drive) even before the plant would
become fully operational so as to start clearing up the waste
there.
