If the proxy deny's the URL then it could be due to some kind of restriction within the proxy server. Maybe something to check with the proxy/ISA administrator.

Apprently you need to use a proxyserver for the HTTP check, configure the proxy in the setup and flag the use proxy server for that specific check and try it again.
