Correct. That's how it's always been for me since v3, and actually all of the services I use work that way. Motherboard Monitor does that, too. SA has a built-in Telnet server, so you can make some changes that way, but I gotta confess - I'm lazy, and I just stop the service, make my changes over TS, and then start the service again.
