Checking if the number of jobs increases or decreases isn't a good indication either. It could well be that you're printing a HUGE document and that the number is increasing which is normal. If you want to know if a queue is stuck or not I would suggest to write an external check for it and this check would then see if there is a queue with a wrong status (or a entry within the queue with a wrong status).

The server can handle it, but if one of these jobs gets stuck and another user or application sends another large job through it could potentially cause problems in the long run. So my question is, is there a way that Servers Alive can tell me if the Ques are making progress from the last check, or last few checks, so I can tell if it is really a stuck que or if it is just a momentary rush of jobs where the number is declining?
