Checking if the number of jobs increases or decreases isn't a good
indication either.  It could well be that you're printing a HUGE
document and that the number is increasing which is normal.
If you want to know if a queue is stuck or not I would suggest to write
an external check for it and this check would then see if there is a
queue with a wrong status (or a entry within the queue with a wrong
status).

We have a problem with using Performance Monitor through Servers Alive
by it self.  We use a Windows 2003 Cluster in Active/Active mode with
around 350 Print ques on each node.  In this case an alert of 35 (our
original starting
point) was to low and a point of 100 may be to high if there is an
actual stuck que(s).  Many of our ques at times can have as many as 700
jobs successfully being spooled and processed through them due to
applications or users that dump a large number of jobs through them at
one time. The server can handle it, but if one of these jobs gets stuck
and another user or application sends another large job through it could
potentially cause problems in the long run.  So my question is, is there
a way that Servers Alive can tell me if the Ques are making progress
from the last check, or last few checks, so I can tell if it is really a
stuck que or if it is just a momentary rush of jobs where the number is
declining?

Use the Count Files addon to look at the number of files in the queue
directory.  Have SA alert when it hits X number (you'll have to
determine that number since it varies depending on environment).
