Sure, that sounds right, but it is running under the system account. When I reboot I am able to save fine, etc. If I leave SA running and come back tomorrow and try to save the configuration I will get the error and the process will quit. I can open the file with notepad, save it with notepad, etc. It's just SA that doesn't want to deal with the file while in this state.
The only way to clear the error is to reboot the machine.
