I think the setup just tests the smtp gateway, right?  Alerts (at least
in our environment) go to lots of different groups (ie, different email
addresses).  It would seem to me that having an individual alert test
available for each line item in the SA gui would be a great feature to
make sure the email target(s) is configured properly!  The test would
just "fake" a failure.  Maybe event adjust the subject line to include
the word "TESTING".  Just a thought.
