You can use the NT process check to accomplish this.  Depending on the length 
of your check cycle and time in between you will want to alert on x times down. 
  You could actually just in the alert execute command to kill winword.  I 
would be concerned though that they would lose work.  Perhaps generating an 
alert and you calling them or using remote administrator be sure they aer not 
actively using word.    Winword is a memory resident program and will most 
often remain in memory.  This is not indicative of a problem.   Perhaps you 
have not yet found the underlying cause of the issue.
