I will certainly try re-enabling TLS 1.1 and/or SSL 3 and see whether 
that solves it for the time being.

I had disallowed the other protocols after the heartbleed alerts came 
out.  Reference, for example,

Thank you very much for the clear answer on this one, at least now I 
know what I am dealing with.  This does strongly imply that IE10 and 
IE11 do not implement TLS 1.2 either, which is contrary to the 
implication of the [x] tick they offer under options. (!!)
