I've just checked this command with both old and new users
smbclient -W $DOMAIN -U $USER //$PDC/$HOME
And the result of both old and new users succeed.
I've just added a new Windows XP PC to the domain.
The strange thing is:
1. I *can* logon to *new users* on *new* machines, and do whatever I
want
with the account.
2. I *can* logon to *old users* on *new* machines, but I cannot change
desktop settings (like display "My Documents" on desktop).
3. I *cannot* logon to *new users* on *old* machines
If you can, use the network ID iwzard on an old machine and rejoin the
domain. Don't change machine name. Then see what happens with users.
What should I check?

Something has to be different between old-user and new-user.
Can you use smbclient with a new user?
smbclient -W $DOMAIN -U $USER //$PDC/$HOME
(where $HOME is some share where the user has permission. if HOMES is
enabled, try //PDC/USERNAME)
What about the permissions on the server? Do the paths of new-users
have the correct permissions?
