passdb backend = ldapsam:"ldaps://ldap.masterserver.com ldaps://ldap.slaveserver.com" - this does not work
This is the correct one. Make sure no other service depends on master ldap when you're bring down the master (ie nss_ldap).
Also plse check the log.
