Kind of, you can use the unix stick bit or POSIX ACLs to achieve such behaviour, but, what would stop the user to open the file and erase its entire content? :) For things like sockets and pipes and makes sense since there is nothing inside the file, but if you are trying to protect documents from being deleted by "bad-users" then it would not solve your problem.
