My history with it is that it doesn't actually restart the service (what would be
needed for a update) however it is just enough of a restart that .ini changes take
place.. I recall Tod speaking about this a while back but don't recall the details..
Our rule is, if upgrading, stop and restart the service, if changing parmameters(ie;
vhost, dbms, etc) then the web admin restart works fine.
