It's VERY illegal. Just wait until you get it addressed from yourself :-)
I got tired of tracking it down, particularly since the ISP's at the other
end usually don't respond or seem to care... you usually have to threaten a
lawsuit just to get them to acknowledge that you sent it to them.
Now I just forward log entries, headers and all to the local FBI unit; they
seem to think it's their job so let them do it.
