I did not get as many replies as I thought I would, but the general gist of
what I did get was that admins have a single DNS zone loaded with CIDR
routes.  One such example can be found at the Pan-Am Dynamic List
(http://www.pan-am.ca/pdl/).  There is a section for using the PDL locally
and from that, you can derive how to setup a local RBL for the mail server to
query.
