I would be willing to help with the project, as well as helping to 
host it.

We would need 3 things.
1)  A client side application to run, than updates our server.
2)  A server side application that receives the info, and sends it 
to our DNS servers.
3)  A DNS server (and secondaries).

1)  I believe there are pre-built applications that do this, and 
they are available on all platforms.
2)  We'd have to create this probably.  I would think a fairly 
simple Perl script could handle it.
3)  We've all got these.  I use SimpleDNS, and it has the abilities 
we need to automatically reload new data when it's provided.
