Before they dreamt up NAT, this was fairly true and some routers are still built that way. The Sambar proxy will turn any traffic going through it into its own IP just like a router, but there may be other services or protocols that you might not want or need a proxy service for.
Most routers now include DHCP/NAT as does WinME, Win2000, etc. so there isn't much sense in adding real NAT capability into Sambar, although between the proxy and DHCP you can run a nice little home network.
