The code in that tarball corresponds to the following commit:

and it is a known bug in there that it mis-identifies itself as 0.2.5.

However as noted (a bit too briefly) at https://github.com/samtools/tabix this
legacy source code is no longer maintained and has been replaced by
htslib-based bgzip and tabix source code and executables. We'll update the old
SourceForge download pages to clarify this there too.
So the up-to-date version of tabix that you should be using is in fact the one
that comes as part of HTSlib, currently version 1.3. See
http://www.htslib.org/download/
