New req from Partners Healthcare in Boston, MA.  This is a 6+ month
contract.  Candidates MUST HAVE outstanding communication skills,
Healthcare, and specifically HL7 experience. PM and/or QA experience in
their background would be a plus.

*General Summary Overview Statement*

The Application Analyst II is a senior analyst and is responsible for the
day to day coordination of assigned clinical information system
tasks. Incumbent is responsible for providing analysis for the Clinical
Departmental Systems group and for other Partners IS teams to facilitate
development, write, and document programs as needed to assist individual
department workflow and efficiency. Participates in test plan writing,
execution and verification of test plans for several vendor-based systems;
and in all phases of software lifecycle development, particularly in the
analysis and design of technical specifications, coding, testing and
implementation.

Incumbent will report to a Team Leader or Corporate Manager of Clinical
Systems Management, yet is able to spearhead various projects.

*Principal Duties and Responsibilities*

Work closely with end-users to define business needs and to develop
alternative solutions (automated or manual), and provide appropriate
feedback.

Provide support of on-going implementation project, with a specific focus on
interfacing, utilizing Partners standard project lifecycle tools and
activities including:

   - Definition of project scope and objectives
   - Management and status reporting tools
   - Feasibility and cost benefit studies
   - Requirements definition (functional and/or technical)
   - System testing/quality assurance
   - Training
   - Implementation
   - Post-implementation/on-going support
   - Documentation

Complete work assignments in accordance with an established project
timeline. Inform manager(s) of issues requiring their direct attention.

Prepare written materials for use in presentations, meetings and final
project documentation.

Function both as an individual contributor and team player within Partners
IS.

Responds to request for changes in existing systems.

As assigned, documents, tests and debugs the software necessary to maintain
the systems.

Confers with Hospital administrative personnel, medical staff members and
department heads to negotiate the detailed specifications for a system; such
as interface and report formats, screen displays and operational work flow.

Studies current systems or develops new systems and procedures to implement
the desired system.

Has responsibility for the security of medical and financial confidential
information.

Acts as a technical resource to other team members.

Provide quality customer service and serve as an exemplary representative of
Partners Information Systems. On-going communication, feedback and
follow-through with customers/peers are essential.

Performs all other duties as assigned.

*Qualifications* (MUST be realistic, neither overstated nor understated, and
related ot the essential function of the job).

Bachelor Degree required.

Minimum 5 years in an analyst position in computer systems.

Knowledge of healthcare preferred.

Knowledge of HL7 and Web Services as well as experience with Project
Management of small to mid size projects a must.

Strong analytical, problem-solving, quality assurance, written and verbal
skills.

Ability to interact with people from all organizational levels and build
consensus through negotiation and diplomacy.

Ability to manage their workload and competing priorities in order to
complete tasks in a timely manner.

Knowledge of PC applications, e.g., Microsoft Office Suite and Project,
PowerPoint preferred.

Ability to be flexible, versatile and adaptable both in day to day
activities conducted in a multi-site environment.

As projects and priorities dictate, must be available to work non-standard
business hours such as evenings, nights, weekends, and holidays if/when
necessary
