The Programmer is responsible for analysis, design, coding, component and
assembly testing of all application code owned by the Application Team.
Programmers typically are involved in maintenance (including production
support), enhancement and development work. Programmers have a range of
skills and knowledge of the technologies used and applications supported by
the Application Team. The Programmer works with the Functional Architect
and Technical Architecture Specialist on an as needed basis to ensure that
design and code meets customer requirements.

10 plus years
Preferred Education:
4 year college degree or equivalent technical study with advanced study
preferred.

Role Description:
All roles specified in PR4 plus the following:
Proven track record of hands-on technical design and code work within large
complex systems.
Proven hands-on technical work with a variety of technologies.
Demonstrated technical expertise integrating a variety of diverse technical
environments and cross-platform technologies.
Proven experience mentoring and performing supervisory functions for
technical teams.
Ability to make best practice recommendations based on past work.
Proven ability to present complex technical constructs to business and
non-technical users.
Proven ability to collaborate with business users, project managers and
technical architects.

During the interview process with the ODPS staff, the resource consultant
must demonstrate competence/experience in their specific area(s) of project
assignment. The resource’s experience must also be documented for review
and verification. Offered resources not showing technical or functional
competence/experience will be sufficient reason to reject the Offeror’s
proposal.  It is the responsibility of the Offeror to pre-screen their
candidates to ensure compliance.

The ODPS has estimated that it will require one (1) full-time resource to
provide up to one thousand seven hundred fifty (1750) hours for Fiscal Year
2015 (FY15), and two thousand (2000) hours in FY16 to complete this work.

5 years of verifiable experience as a Senior .Net Web /Windows Forms
Developer utilizing ASP.NET
5 years of verifiable .Net experience utilizing C – Sharp (C#)
5 years of verifiable experience with SQL Server Database Design and
development including optimization of queries, creating tables, views,
stored procedures, and functions.
2 year of verifiable Service Oriented Architecture (SOA) experience
developing and securing Windows Communication Foundation (WCF).
1 year of verifiable experience utilizing Visual Studio 2010.
6 months of verifiable SQL Server Reporting Services (SSRS) and SQL Server
Integration Services (SSIS) experience.
5 year experience or a demonstrable understanding of N-tier environments as
it relates to development and deployment.
1 year experience or a demonstrable understanding of code repository
strategies, code promotion strategies and recovery using Team Foundation
Server.
2 years of verifiable experience implementing Asynchronous JavaScript,
JQuery, and XML (AJAX) enabled controls within Active Server Pages
(ASP).Net Web applications.
2 years of verifiable experience implementing and configuring the
“Microsoft Enterprise Library” for auditing, logging and data access.
Experience with load and performance testing in a multi-tier application
involving Windows Forms, Web Farms, Application tiers with multiple servers
and Sql Server clusters which are geo-spanned between multiple physical
locations. Experience in analyzing the results of the testing to determine
solutions to problem areas.
