Kindly send your resumes to m...@rgbsi.com Position: Financial Manager Location: COLUMBIA, South Carolina Duration:12 Months Rate: Open *Job Description: * The Client is seeking a Financial Manager/Subject Matter Expert (SME) for the development and implementation of a new Medicaid Management Information System (MMIS). This is planned to be a multi-year position. *General Duties:* The Financial Manager/SME is a three-part role. The consultant will serve as a SME on financial management aspects of system requirements, design, test, and related business operations. In this role, the Financial Manager/SME will participate in analysis of as-is and to-be business processes, assist in planning and conducting requirements elicitation sessions with business users, and document the results of requirements analysis. The person will also participate in the evaluation of system designs and assist in planning and conducting testing on the resulting solutions. Second, the consultant will serve as the project liaison to the Deputy Director for Finance and Administration. In this role, the consultant will represent the Deputy on the project on a daily basis and act as the “voice of the customer.” The liaison will coordinate with agency leadership and subject matter experts to answer business questions, ensure business representation in project activities, interpret requirements, and coordinate meetings. Third, the consultant will serve as the project’s financial manager. In this role, the Financial Manager/SME will lead all efforts associated with cost estimation, budget preparation, funds management, and financial reporting, and will work with the SCDHHS Finance and Administration staff in performing these duties. SCDHHS is also exploring the use of one or more cost-reimbursable IT vendor contracts for portions of the system development. As this approach has no precedence within SCDHHS, the Financial Manager/SME will serve as the focal point to establishing the financial and contractual constructs needed to create and manage such contracts in a fashion consistent with the Federal Acquisition Regulation (FAR), particularly FAR Parts 16, 31, and 32. The project will include outsourced services, and the Financial Manager/SME will frequently interact with vendors selected for these services, as well as State and Federal Government organizations, and other affiliated private *sector organizations. Desired Skills and Experience:* • Candidates ***must*** *have previous financial management experience in administering Federal cost-reimbursement contracts (either from the Government or vendor side) sufficient to be able to set up a suitable structure to administer such contracts for SCDHHS with minimal assistance or existing infrastructure. Candidates without this experience will not be considered.* • Experience on large projects with multiple funding sources and multiple contracts. • Experience in cost estimation, budgeting, funds management, and financial reporting. Experience with grant funding is desirable. • Experience in a healthcare claims environment is desirable (Medicaid preferred). • Experience with SAP FI/CO. • Ability to successfully elicit requirements from business users. • Superb written and oral communications skills. Strong proficiency in English is required. • Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when they are uncomfortable with the direction the project is taking. • Willingness and ability to effectively engage with people and organizations on a continuous basis. • A bachelors degree in a related area is required.
