Duties & Responsibilites :	This position is needed in order to help us develop at least two versions of methodologies for gathering business requirements for application development work.  One methodology is needed for complex projects and one is needed to be used for smaller project and maintenance.  In addition, the position will lead the efforts in gathering business requirements for new work as a result of the conversion of all the CEDS modules from oracle forms and reports to .net.  We currently have 2 contact Systems Analyst fully dedicated to the VPDES ICIS conversion (grant funded) and CAFO/AFO, pretreatment and P2 work (all grant funded). What is really needed is a cross between an SA and a BA. Skill Required / Desired Amount of Experience Expertise Rating  Extensive experience to successfully gather user requirements to design and develop solutions, and prepare complex documents including general and det Required 7 Years    Extensive experience developing design documentation, project documentation, and test plans. Required 7 Years    Experience conducting meetings and documenting decisions Required 7 Years    Experience successfully implementing custom built applications Required 7 Years   Considerable knowledge of systems analysis, design techniques, database design, and project management concepts Required 7 Years   Successfully interact in a team environment and effectively communicate both orally and in writing Required 5 Years
