Since you are "clarifying" things about license, what happen if my app works with any database, and I seel my app to my customers, but I don't give any database with them.   But my customer, looking at "database compatibility list" of my app see "Oh, MaxDB, and it's free!", then they download and, let's say, contract us to install/configure the database for them.   They need to pay for license (besides I'll recomend it, or if we start as supporters, then we will do it), or they are liberated from the license?   I'm asking this because some softwares are too low price that even $440,00 (MySql price) box is too much. Imagine a (really) small company acquiring a POS software of $350,00 and putting $500,00 on database!
