"Handling fee" is implemented in modules UPS, USPS, TieredWeight, TieredQuantity. Some modules allow add it easy to the table of shipping costs tiers for different shippers: Tiered, ProductShipping Some modules are so simple that they can put handling in the flat rate or need not anything: Dummy, Flat, No, Per. CanadaPost is similar to Fedex - not implemented handling.
