1) You need to get enough people involved so that someone can be paid to do this as a job. Whatever space you pick, you need to keep it occupied with talks, groups etc.
2) Scale, you need a large enough venue for these things to be possible. 3) Outreach. You need to find groups that share similar interests, and reach out to them.
