Summary:  group deletion by the frontend

Original Submission:  Hello,

I'd like to get opinions on the fact that the frontend disallow removing completely a 
group from the database.

Why not allowing it? We can surely make sure we keep logs (probably in apache own log 
directory) of discarded registration.

That way, ssh access would no longer be a requirement, even if it would still be a 
possibility.
