Hello,

I'm creating a new branch for the voting system implementation, see task
#1407.

It will be a simple system. I'm just wondering about how to restrict account
creation that would be made for the only purpose of voting. I guess it would
be even acceptable that someone use gna only to vote, he may have nothing
else to do. What we'd like is to avoid that some people create accounts just
for that purpose. But would that be really a problem? The typical abuse case
would be an user not happy because a project team decide not to address the
bug he reported. Well, the votes does not force the project to make any
specific move, and if the item get closed, the votes dies.
So I think I'll assume that no restriction are necessary at first (apart from
the restrictions of projects that can disable the voting system for their
project - should that be configurable per tracker, it sounds overkill)
