Hum, unfortunately, it a bit hard to tell if the bug is not fixed already (that 
would explain why I'm unable to reproduce it), since you run a version 
unclearly identified.

Maybe you could you try to update the tracker codebase 
(frontend/php/include/trackers and frontend/php/include/trackers_run) with the 
CVS, and see if it still occurs. But I'm afraid it could break your 
installation, because stuff in these directories depends on the reste of the 
frontend/php/include/directory.

I now that I fixed a bug related to that problem, that was due to some browser 
strangely trying to send a file if the "attach file" button has been touched 
(even if no file was selected).

Summary:  PHP Warnings when commenting a support request

Original Submission:  There is a warning when commenting a support request, and 
it seems it only happens with a non-privileged user. It also seems the PHP 
script tries to open an uploaded file even if there was no uploaded attachment:
