Hi,
You don't need to be administrator to install the frontend (that is, the
trackers).
If you want to offer CVS/SVN/Arch access, then the security model is based on
the concept of Unix accounts, and you need to run the replication cron jobs as
root.
Of course you could run everything in a User-Mode-Linux environnement,
without needing root privileges ;)
