The chrooted sftp access should be working for projects members now.

Could you change the chroot command in /usr/local/bin/cvssh from
chroot /upload
to be
chroot /ftp/non-gnu
please? I suspect chroot may not be fond of following symlinks.
Another question I have is, does this work for you? Are you personally able to log in to sftp and upload a file?
