I am a little confused by what you want to have happen.  But if and only if
you want to remove code from the repository then that will not be done because
that is against the archive policy of Savannah.  Savannah being a free(dom)
software archive it doesn't matter if the project is currently active or not. 
All previously submitted code will remain available.

If you are asking about disabling the bug trackers that is up to each
individual project maintainer as Ineiev stated.  You would need to have the
project maintainer disable the tracker.

If you are talking about project mailing lists then again that is up to the
project maintainer.  However usually those will be kept open in the case of
inactive projects because it is through the mailing lists that someone may
come forward to become active in and to maintain one of those inactive
projects.
