They basically reject the base-license completely in case of unfair-competition and/or fraud. This is due to my personal racking financial experience caused by the vast fraud and cheeting after I introduced the Multi-Vendor Cloud management platform UnifiedSessionsManager based on the GPL-3 license - https://sourceforge.net/projects/ctys/. So the license is and remains in case of fairplay open source, else is completely withdrawn for all the persons being part and/or related to the issue. Thus the savannah.gnu.org is still one of the right places to live for it.
