First, please use the exact form of the license notices recommended in the
[//www.gnu.org/l/gpl-howto.html GPL HowTo].  They are carefully written by
lawyers to avoid possible misunderstandings.

License notices are added in order to make the users know about their rights. 
Short references like 'GPLv3+' or 'GPL version 3 or later' will do when the
context makes them clear; in case of a file from a tarball we can't assume
that because we can tell little about people who will look into it; moreover,
free software package should expect that its files may be copied from it to
other packages.

Then, please note that even when the format of the file doesn't allow for
comments included in it, copyright and license notices should be written in a
README file in the same directory with the files in question (of course, the
text should explain what specific files those notices apply to).
