[Savannah-users] want to host a project but don't have tarball

Hi, I want to start a project and when it's consistent I will submitt for
gnu evaluation, but I haven't started it yet and so don't have a tarball,
is it possible to register a project to start it from scratch or I need to
have made some code already?
