There are numbers of arguments in the API that are not consistent through
the different file formats in output.file.*
output.file.vorbis has a lot of features codec-agnostic that are not
available in output.file.mp3, including: reopen_delay, reopen_on_metadata,
reopen_when, and the strftime formatting for the filenames.
I guess this is a common implementation, or at least it should be, and
every formats should inherit from them. I'm not sure how it's done in the
sources, but I may have a look anytime...
